Rochester man faces federal charges for threats against police officer

Orlando Justice, a 37-year-old resident of Rochester, New York, has been arrested and charged with transmission of threats in interstate commerce and stalking. The charges were announced by U.S. Attorney Trini E. Ross. If convicted, Justice faces a maximum penalty of five years in prison.

Assistant U.S. Attorney Meghan K. McGuire provided details about the case, which began on November 23, 2024, when Justice was involved in an incident at the RTS Bus Terminal on St. Paul Street. A Rochester Police Officer (Victim) participated in his arrest for trespassing and resisting arrest. At the time of his arrest, Justice was reportedly intoxicated and subsequently taken to Strong Memorial Hospital where he allegedly threatened officers, spat at them, and stated that he would locate them at their homes.

The following day, the Victim received several phone calls from an unknown number before answering one call where Justice identified himself as the caller. During this conversation, Justice claimed knowledge of the officer's personal information including his home address and stated ominously that "I told you that I would find you." He also described himself as "a different breed of human."

Later that evening, police attempted to apprehend Justice at his residence but were unsuccessful. Shortly thereafter, the Victim received a FaceTime video call from Justice questioning why officers had come to his house.

Justice further escalated matters by calling 911 to speak with a sergeant while falsely accusing the Victim of harassment and requesting to file a complaint against him for excessive force.

Justice appeared before U.S. Magistrate Judge Payson earlier today and remains detained pending a detention hearing.

The investigation into these events was conducted by multiple law enforcement agencies including the Rochester Police Department led by Chief David Smith; Greece Police Department under Chief Michael Wood; Federal Bureau of Investigation led by Special Agent-in-Charge Matthew Miraglia; and New York State Police under Acting Major Kevin Sucher.

Authorities remind the public that criminal charges are merely accusations until proven otherwise in court proceedings.
