Nine men from the Quad Cities area have been sentenced to federal prison for their involvement in a violent racketeering conspiracy. The individuals, identified as Don Christopher White, Jr., Raheem Jacques Houston, Deaguise Ramont Hall, Michael Linn Cross, Devell Carl Lewis, Lashawn D James Hensley, Simmeon Terrell Hall, Devante Atwell French, and Cortez Deangelo Cooper, Jr., were part of a criminal enterprise known by several names including "Arsenal Courts Posse" and "Fifth Street Mafia." This group was linked to multiple crimes over the years including murder and drug trafficking.
The gang's activities spanned Rock Island, Illinois and Davenport. Evidence presented during trials connected them to numerous shooting incidents and at least seven homicides over two decades. Some notable events include the 2006 shooting of Andrell Hearn in Rock Island and Vincelina Howard in Davenport.
The sentences were handed down on December 18th and 19th of 2024. Among those sentenced was Don Christopher White, Jr., who received 40 years for racketeering conspiracy along with other charges. Raheem Jacques Houston was sentenced to 30 years while others received various sentences ranging from 12 to 33 years.
Previously in July 2024, Brandon Deshane Branigan was also sentenced for his involvement with the same gang activities.
Davenport Police Chief Jeffery Bladel stated: “Violent crime against our community and attacks on law enforcement will not be tolerated.” He commended the department's efforts in holding these criminals accountable.
Two defendants are awaiting sentencing: Ricky Lee Childs, Jr., scheduled for January 23rd, 2025; and Timothy Justin Beaver set for February 13th, 2025. Additionally, Kylea Dapri Cartwright Jr. and Rasheem Damonte Bogan are awaiting trial set for February next year.
The investigation involved several law enforcement agencies including the Davenport Police Department and Federal Bureau of Investigation among others.
