Rochester businessman pleads guilty to tax evasion charges

U.S. Attorney Trini E. Ross has announced that Scott Reeves, a 72-year-old resident of Victor, New York, has pleaded guilty to tax evasion. The plea was entered before Chief U.S. District Judge Elizabeth A. Wolford and carries a potential sentence of up to five years in prison along with a $250,000 fine.

Assistant U.S. Attorney Richard A. Resnick is handling the case against Reeves, who owns Fussy Contracting Inc., also known as Mr. Fussy—a roofing business based in Rochester on Portland Avenue during the tax years from 2017 to 2022. According to Resnick, Reeves's company provided roofing services for both residential and commercial clients and received payments primarily by check, which were deposited into bank accounts or cashed at a local check casher.

Reeves was obligated to pay income taxes on the earnings from his business but failed to file both his Individual Income Tax Returns and the corporate Income Tax Returns for Fussy Contracting over several years—specifically from 2017 through 2022. This failure resulted in no taxes being paid on the profits generated by his business operations during that period.

The investigation revealed that Reeves did not report gross receipts amounting to $5,398,008.27 over these years. After accounting for material expenses, labor costs, and check cashing fees, he retained $1,538,215.00 of this income himself. This led to an estimated tax loss of $248,394.00 for the Internal Revenue Service (IRS).

The investigation was conducted by the Internal Revenue Service's Criminal Investigation Division under Harry Chavis's direction as Acting Executive Special Agent in Charge of the New York Field Office.

Sentencing for Scott Reeves is set for March 3, 2025 at 2:00 p.m., with Judge Wolford presiding over the proceedings.
