Attorney General warns phone companies over alleged illegal robocall transmissions

Attorney General Josh Kaul has issued warnings to four voice service providers for transmitting suspected illegal robocall traffic on their networks. This action is part of a broader effort by the bipartisan Anti-Robocall Multistate Litigation Task Force, which comprises 51 attorneys general.

"Voice service providers have an important role to play in reducing robocalls," said Attorney General Kaul. "Those companies must ensure that they’re taking the steps necessary to stop consumers from receiving a large volume of illegal robocalls."

The task force has shared its findings with the Federal Communications Commission (FCC), which will consider further actions. The companies warned include KWK Communications, Inc., Inbound Inc., AKA Management, Inc., and CallVox LLC.

KWK Communications reportedly received 129 traceback notices between 2020 and 2022 related to scams involving IRS, Social Security Administration, auto warranties, and utilities. In one month in 2022 alone, KWK allegedly routed over 20,000 calls with spoofed numbers and more than 8.7 million calls using invalid Caller ID numbers.

Inbound Inc. received at least 63 traceback notices between 2021 and 2022 for imposter scams. The company allegedly routed over 28.4 million DirecTV and cable discount scam robocalls in a single month in 2022, despite a previous cease-and-desist demand from the FTC.

AKA Management received similar scrutiny with at least 129 traceback notices during the same period for government imposter scams and tech support scams. They are estimated to have routed about 12.1 million Amazon and Apple imposter robocalls in one month in 2022.

CallVox LLC received more than 47 traceback notices between 2020 and 2022 for facilitating unlawful or suspicious robocalls into the U.S., including calls to those on the Do Not Call list.

The task force continues its efforts against significant volumes of illegal robocall traffic across the United States.
