This ruling also addressed issues related to the State Board of Education and Idaho’s Open Meetings Law. The reversal included a decision against awarding attorney fees, which had been granted by Judge Jason D. Scott in the district court.
Attorney General Labrador expressed satisfaction with the outcome, stating, “After fourteen months of working to ensure transparency, this is a comprehensive win for the people of Idaho and the principles of open government.” He emphasized that the lower court's decision could have set a precedent that would undermine public access to government meetings.
Justice Gregory Moeller, writing for the majority, criticized the district court's interpretation of certain clauses within the Open Meetings Law. He noted that this interpretation could potentially obscure negotiations and actions from public scrutiny until after final decisions are made. Justice Moeller stated that such interpretations not only hindered enforcement efforts by the Attorney General but also kept important details hidden from public view.
The ruling supports Attorney General Labrador's stance on maintaining transparency and ensuring that governmental processes remain open to public observation.
