Newton Crain Blanchard was born on January 29, 1849, in Boyce, Rapides Parish, Louisiana. He was educated at the Louisiana State Seminary of Learning and earned his law degree from what is now Tulane University. His career began as a lawyer in Shreveport before he entered politics.
Blanchard served as a U.S. Congressman from 1880 to 1893 and then as a U.S. Senator until his appointment to the Louisiana Supreme Court as an Associate Justice in 1897. His tenure lasted until 1904 when he became Governor of Louisiana. As governor, he implemented educational reforms and revised election processes for state officials.
After his governorship ended, Blanchard returned to legal practice and contributed significantly to his community until his death in Shreveport in 1922.
The portrait donors are Zama Blanchard Dexter, William Blanchard, and Mary Anne Blanchard Selber—grandchildren of Francis Blanchard—who received it from Charles B. Amie's estate.
