David B. Dove, a partner in Troutman Pepper’s Regulatory Investigations, Strategy + Enforcement Practice, has been elected by the Board of Regents of the University System of Georgia (USG) to serve as vice chair for a one-year term. Dove, who has represented the Eleventh Congressional District on the Board since earlier this year, will serve from January 1, 2025, to December 31, 2025.
David Dove brings a wealth of experience to his new role. At Troutman Pepper, Dove leads the Regulatory + Economic Investment Practice in Georgia, where he counsels clients on a range of legal and public policy matters, particularly in the areas of environmental, health care, and tax issues as well as economic investment. His leadership has been instrumental in advancing clients’ business objectives and resolving regulatory hurdles.
“I’ve experienced first-hand the power of being a USG graduate and being able to use that knowledge and education to contribute back to my state,” Dove said. “I’m grateful for this honor, and look forward to working with Chair-elect T. Dallas Smith, Chancellor Sonny Perdue, and the entire board to elevate how we serve our more than 364,000 students and keep USG on track to being the best public university system in the nation.”
Dove’s extensive background includes serving as executive counsel to Governor Brian P. Kemp, interim director of the Georgia Environmental Protection Division, and a lead attorney on Georgia’s tri-state water wars. He has played a crucial role in judicial appointments and increasing the representation of women and minorities on executive branch boards and commissions.
In addition to his professional achievements, Dove remains highly engaged with his alma mater, the University of Georgia (UGA). He served as chairman of the Alumni Board of Directors for UGA’s School of Public and International Affairs and as a board member for the Law School Alumni Council. He has also been recognized by the UGA Alumni Association with a Young Alumni Award for his outstanding leadership and service to the university, community, and legal profession.
Troutman Pepper’s nationally recognized Regulatory Investigations, Strategy + Enforcement (RISE) Practice Group, counsels clients in a wide range of legal and public policy matters. For businesses in heavily regulated industries, the team offers guidance on compliance and reporting as well as, when necessary, litigation and administrative appeals of regulatory enforcement actions. The team also partners with businesses and industry groups to work proactively on legislative strategy, state attorneys general interactions, and the regulatory rulemaking process.
