The District Court in Baltimore City is set to launch its first Veterans Treatment Docket on October 13, 2015. This initiative aims to address the unique needs of veterans involved in the justice system and represents a growing trend among courts nationwide.
The Veterans Treatment Docket will be held at the Eastside Courthouse and offers a voluntary, treatment-based program for former military service members charged with misdemeanors or certain felonies. The focus is on rehabilitation rather than incarceration, akin to drug or mental health courts. Participants can receive supervision and services for up to one year through a Veterans Justice Outreach Specialist, who connects eligible veterans with assistance from the Department of Veterans Affairs. Those not qualifying for VA benefits will receive assessments and services from non-VA providers.
"This specialized docket allows us to coordinate resources and draw on the skills of a strong, interdisciplinary team to focus on the unique concerns and needs of the veterans who come to our courts," stated Judge Halee F. Weinstein, Presiding Judge of the Baltimore City Veterans Treatment Docket. She emphasized collaboration with justice partners and the VA Maryland Health Care System as key components for success.
Judge John P. Morrissey, Chief Judge of the District Court of Maryland, highlighted this launch as an important step forward: "I believe Judge Weinstein, a veteran herself, will lead the Veterans Treatment Docket efficiently and judiciously."
Dr. Adam M. Robinson Jr., Director of the VA Maryland Health Care System, expressed enthusiasm about partnering with Judge Weinstein: "We are thrilled to be working with Judge Halee Weinstein... The creation of a Veterans Docket is a logical next step."
The inaugural session will take place in Courtroom Seven at 2 p.m., marking an important milestone for veteran-focused judicial initiatives within Maryland's court system.
