John Hovey remembered for dedication to law and community service

John Donald Hovey, a long-time resident of New Rockford, North Dakota, passed away on November 8, 2024, at the age of 86. Born in Minot on September 25, 1938, Hovey was a prominent figure in his community and had a distinguished career in law.

Hovey graduated from Minot Model High School in 1956 and earned a business degree from the University of North Dakota in 1961. He completed his education with a law degree from the UND School of Law in 1964. That same year, he began practicing law in New Rockford with the firm Mattson and Williams.

Throughout his career, Hovey was an active member of the State Bar Association of North Dakota until his retirement in 2001. He was admitted to practice before several courts including the North Dakota Supreme Court and the United States Supreme Court. His legal roles included serving as a Trial Judge on the Spirit Lake Reservation and as Eddy County Assistant States Attorney.

Hovey's commitment to public service extended beyond his legal career. He served as mayor of New Rockford from 1984 to 1992 and participated actively in various civic associations such as the New Rockford Kiwanis Club and First Lutheran Church Foundation.

A lover of history and travel, Hovey enjoyed combining these interests with family trips. His passion for restoring cars was matched by his enthusiasm for hunting and fishing.

He is survived by his wife Karen Halling, whom he married in June 1961, their three children Steven, James, and Kristin, along with grandchildren and great-grandchildren. His brother Robert also survives him.

Memorial services will be held at First Lutheran Church in New Rockford on November 12, followed by burial at Prairie Home Cemetery. The family suggests memorial contributions be made to Prairie Home Cemetery or Shriners Hospitals for Children.
