The New York Attorney General's Office of Special Investigation (OSI) has initiated an inquiry into the death of Allan Hoad. The incident occurred on October 21, 2024, following an encounter with members of the Steuben County Sheriff's Department and the City of Corning Police Department in Cameron.
In the early hours of October 21, deputies from the Steuben County Sheriff's Department responded to a 911 call regarding a welfare check at a residence on Angel Road in Cameron. Upon arrival, officers encountered Mr. Hoad, who allegedly fired a shotgun at them before retreating into the residence. Officers engaged in negotiations with Mr. Hoad for several hours, attempting to persuade him to surrender.
Mr. Hoad later exited the residence carrying what appeared to be a long gun and drove his vehicle through a field to another location. He then allegedly drove toward officers and collided with one of their vehicles. In response, officers discharged their service weapons, striking Mr. Hoad while he was still inside his vehicle. Mr. Hoad was taken to a local hospital where he was pronounced dead. A shotgun was recovered from his vehicle at the scene.
Under New York State Executive Law Section 70-b, OSI reviews every reported incident where an officer may have caused a person's death by action or omission. This includes situations involving both on-duty and off-duty officers and whether or not the decedent was armed or in custody at the time of death. If OSI's assessment suggests that an officer may have been responsible for causing death, it proceeds with a comprehensive investigation.
