Attorney General Brown Announces No Charges Will Be Filed in the January 2024 Fatal Police-Involved Shooting in Baltimore County

Attorney General Anthony G. Brown announced his decision not to seek charges in the January 9, 2024 fatal police-involved shooting of Sha-Kim Webley in Baltimore County, Maryland.  

After completing its investigation and evaluating all the available evidence, the Office of the Attorney General determined that none of the subject officers involved in the fatal shooting committed a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute any of the officers in this case.   On January 9, 2024, at approximately 11:40 a.m. officers with the Baltimore County Police Department responded to a motel in the 400 block of Reisterstown Road in Pikesville, Maryland, after receiving a 911 call reporting a domestic disturbance involving a man armed with a gun. Once the officers arrived on the scene, they learned that the man had left the premises with the gun. The responding officers were provided the man’s name, his description and were informed that he was likely in a nearby convenience store. A short time later, the officers found the man in the convenience store in the 500 block of Reisterstown Road. 

The man, identified as Sha-Kim Webley, was witnessed by officers inside the convenience store with a gun in his hands.  The officers set up a perimeter and declared a barricade. Approximately ten minutes later, Mr. Webley exited the store and pointed the gun at the officers. Officers fired their weapons, striking Mr. Webley. A handgun was recovered from Mr. Webley and officers began rendering medical aid. Local fire department medics arrived and began medical treatment. Mr. Webley was transported to a local area hospital in critical condition and was pronounced dead approximately thirty minutes later. No officers or members of the public were injured during this incident.  

  The Attorney General’s Independent Investigations Division (IID) began investigating the fatal shooting on January 9, 2024, and concluded its investigation on September 10, 2024.
