HARRISBURG – Attorney General Michelle Henry announced that a former Williamsport city administrator has been charged with felony counts of theft and tampering with records for misuse of state and federal funding intended to benefit River Valley Transit.
William “Bill” Nichols, 71, served as the city’s director of finance and oversaw funding for River Valley Transit when he misused more than $500,000 in city, state, and federal funds. Most of this amount was restricted grant funding for public transportation projects during a set period of years, according to the Office of Attorney General investigation.
Nichols was charged and waived his preliminary hearing Tuesday morning. He was released on his own recognizance, meaning the district judge did not require monetary bail. Nichols’ formal arraignment is scheduled for November 8, 2024.
“The defendant was a dedicated public servant in the Williamsport community for over 40 years, but at a point, he decided to criminally misappropriate funds and manipulate the oversight process,” Attorney General Henry said. “The defendant was well aware these funds were for a very specific purpose and he chose to ignore that.”
Nichols improperly diverted the restricted public funds to other non-transportation projects and purposes, including improperly funding a private non-profit organization of which he was a board member. The investigation did not indicate Nichols used any money for personal benefit or purchases.
The comprehensive investigation included analysis of many years of records regarding River Valley Transit and the City of Williamsport.
This case is being prosecuted by Chief Deputy Attorney General Brian Zarallo. All charges are accusations. The defendant is presumed innocent unless and until proven guilty.
