McGuireWoods Baltimore partner Anna Horevay has been recognized as a 2024 Rising Star by The Bond Buyer, the daily national newspaper of the municipal bond industry.

The award recognizes municipal finance professionals under the age of 40 whose leadership, collaborative spirit, innovation and creativity enabled them to make positive contributions to the community. The winners, selected by The Bond Buyer‘s editors and a group of municipal finance leaders, will be honored on Sept. 18, 2024, at the Philadelphia Marriott Downtown.

Horevay, a member of the firm’s public finance group, serves as bond counsel and as counsel for underwriters, banks, developers and borrowers. She advises on novel financing structures using tax-exempt and taxable bonds, leases, P3 agreements, tax credits and other governmental incentives.

Horevay advises on projects that transform and revitalize communities throughout the country. Examples include Baltimore City’s Harbor Point project, one of the most prominent waterfront developments on the East Coast; Atlanta’s BeltLine project, the most comprehensive transportation and economic development effort ever undertaken in the city; Baltimore’s Port Covington project, a 235-acre mixed-use development expected to revitalize a languishing part of the city; Dallas’ Lyndon B. Johnson Expressway, one of the major traffic systems in the world; and Norfolk’s Midtown Tunnel, which supports traffic to one of the busiest ports on the East Coast.

Horevay co-founded the Maryland chapter of Women in Public Finance, a national professional organization that advances women’s leadership opportunities by fostering relationships and providing educational activities and forums. She serves on the board of the national Women in Public Finance organization and is the Maryland chapter’s immediate past president.

“We are proud of Anna and congratulate her on this well-deserved honor,” said Kay McNab, head of McGuireWoods’ public finance group. “This recognition is a testament to Anna’s significant contributions to our practice and her growing national reputation.”
