Attorney General Brown Announces No Charges Will Be Filed in the April 27, 2024 Police-Involved Fatal Collision in Montgomery County

Attorney General Anthony G. Brown announced his decision to not seek charges in the April 27, 2024 police-involved fatal collision in Montgomery County, Maryland.  

 On April 27, 2024, at approximately 2:25 a.m., two on-duty Montgomery County Sheriff’s Office deputies were traveling together in a marked police cruiser southbound on Rockville Pike near Flanders Avenue. 

The deputies observed a black Dodge sedan traveling north on Rockville Pike at a high rate of speed, which prompted them to make a U-turn on the roadway. The deputies then began following the Dodge. Approximately thirty-five seconds later, the deputies activated their emergency lights and sirens and attempted a traffic stop. The driver of the Dodge sedan did not stop. The deputies kept their emergency lights and sirens active as they continued following the Dodge, but, ultimately, were unable to catch up to the vehicle.  Approximately one minute after the Dodge initially passed the deputies, they located the Dodge, which had struck an uninvolved Honda sedan on Rockville Pike near Twinbrook Parkway. The investigation revealed the driver of the Honda, Jasmin Gimon, was attempting to make a left turn onto Rockville Pike at the time of the collision. Ms. Gimon was pronounced dead on scene. The driver of the Dodge, later identified as Timothy Pack, fled on foot, but was later apprehended by police.  The Attorney General’s Independent Investigations Division (IID) began investigating the fatal vehicle pursuit incident on April 27, 2024, and concluded its investigation on August 7, 2024. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that the subject officers did not commit a crime under Maryland Law.
