Bipartisan public affairs firm, Cozen O’Connor Public Strategies, promoted Rose Christ, C. Towner French, and Joseph Hill to managing director, effective January 1, 2024. Cozen O’Connor Public Strategies is a lobbying and strategic communications firm with top tier practices in Washington, D.C., and in politically important state and local markets, including New York City and Philadelphia.
Christ, who co-chairs the New York Public Strategies group, has spent over a decade advocating on behalf of multinational corporations and some of NY’s most iconic cultural organizations. She helps clients navigate through legislative, regulatory, and budget processes, and is especially proud of her advocacy work on behalf of organizations seeking public dollars for major capital projects, including improvements to real property, ground-up construction, and equipment systems construction projects. Her deep experience in New York politics includes serving on New York City Mayor Eric Adams’ Equity Transition Committee and past-president of the Stonewall Democratic Club of NYC (SDNYC). She currently serves as trustee & new leaders co-chair for the Citizens Budget Commission of New York.
French, who works out of the firm’s Washington, D.C., office, has almost two decades of federal legislative and political experience. He advises a diverse group of clients before Congress and the executive branch across a wide range of industry sectors, including defense & aerospace, maritime, financial services, health care, tax, transportation, natural resources, and foreign policy. Considered a legislative and process specialist, French spent almost 15 years on Capitol Hill in various roles including deputy staff director of the House of Representatives Committee on Rules and chief of staff for Congressmen Pete Sessions and Lincoln Diaz-Balart. He also served as chief parliamentarian for the U.S. House Committee on Homeland Security.
Hill leads the firm’s government relations and advocacy efforts in Philadelphia and southeastern Pennsylvania and served on the transition teams of both Mayor Cherelle Parker and Governor Josh Shapiro. He also works closely with the Governor’s front office and legislative leadership playing a key role in executive and legislative branch advocacy throughout the Commonwealth. Hill previously served as the statewide political director and deputy campaign manager for Pennsylvania Governor Tom Wolf’s highly successful reelection bid and also held roles as a member of the 2016 Democratic National Convention Committee and U.S. Senator Robert P. Casey, Jr.’s legislative staff. He currently serves on the boards of the Pennsylvania Convention Center Authority and Mural Arts Philadelphia.
