Judith “Judy” Jagdmann, a partner in Troutman Pepper’s top-ranked State Attorneys General and Energy practice areas, has been named among Virginia Lawyers Weekly’s 2024 Influential Women of Law. The award program honors women attorneys and judges for their excellent work on behalf of the justice system and for their clients, their commitment to their communities, and their service to the profession.
At Troutman Pepper, Jagdmann draws upon her extensive background as a trusted regulator and leading public official to assist clients in utility and state regulatory matters at the highest levels. She is a member of the firm’s nationally recognized State Attorneys General practice which is part of the larger Regulatory Investigations, Strategy + Enforcement group.
Four times the Virginia General Assembly elected Jagdmann to important leadership posts, once to be Attorney General and three times to be Commissioner on the Commonwealth’s multi-industry economic regulatory body – the Virginia State Corporation Commission (VSCC), which includes regulation of the utilities, insurance, banking, and securities industries. Jagdmann was only the second woman to be elected to the VSCC, serving as chair and commissioner from 2006 through 2022. She also was the second woman to be Virginia’s attorney general, serving from 2005-2006.
Prior to her time as attorney general, Jagdmann was deputy attorney general for the Civil Ligation Division for seven years. There, she supervised the day-to-day operations of several divisions, including the Trial Division, Employment Division, Utility Consumer Counsel Division, and the Division of Antitrust and Consumer Litigation, responsible for multistate enforcement actions. In this role, she was actively involved in projects of major significance, including legislative, administrative, and judicial proceedings regarding restructuring of the electrical industry and various consumer matters before the VSCC and the Federal Energy Regulatory Commission.
Jagdmann also was elected by her peers to serve as president of the National Association of Regulatory Utility Commissioners (NARUC), a non-profit founded in 1889 whose members include the governmental agencies that are engaged in the regulation of utilities and carriers in the 50 states, the District of Columbia, Puerto Rico, and the Virgin Islands.
The Influential Women of Law Class of 2024 will be celebrated during a recognition awards event on February 27 and profiled in a special supplement to the Virginia Lawyers Weekly.
