Georgia reaches deal with title pawn business that allegedly illegally sued customers

ATLANTA — A Georgia title pawn business has reached a settlement with the state resolving allegations that it sued customers for outstanding loan principal, interest and fees in violation of state law. 

According to Georgia Attorney General Chris Carr, Complete Cash Holdings LLC and its owner Kent Popham, together as "Complete Cash," violated Georgia's Fair Business Practices Act and the Georgia Pawn Shop Act for illegal practices relating to customers who defaulted on their loans. 

“Consumers who seek out title pawns are already in financial straits,” Carr said in a statement. “Our office is committed to protecting vulnerable consumers from companies that try to take advantage of them through illegal actions.”


A title pawn's only legal recourse is to have the customer turn over the or to repossess the vehicle in case of loan default, according to the Attorney General's Office. 

The settlement includes Complete Cash refunding to consumers the amount it obtained from judgments and paying $35,000 in penalties and fees to the state, according to the Attorney General's Office.
