WASHINGTON (Legal Newsline) — A group of 17 counties in western Oregon is suing the United States, alleging violation of state law.

The Association of O&C Counties filed a complaint Feb. 13 in U.S. District Court for the District of Columbia against President Trump, the United States of America, acting secretary of the interior Kevin Haugrud and the Bureau of Land Management, alleging the defendants illegally expanded the boundaries of the Cascade-Siskiyou National Monument.

According to the complaint, the plaintiff was damaged as the result of the monument expansion. The plaintiff alleges the defendants declared the expansion of the monument despite having the land already set aside by the Congress for a special purpose.

The association seeks to declare that Proclamation 9564 violates the O&C Act of 1937, vacate and enjoin Proclamation 9564, attorney fees and all just and proper relief. It is represented by attorney Per Ramfjord of Stoel Rives LLP in Portland, Oregon.
