Nonprofit sues to void city of L.A. local hiring law

LOS ANGELES (Legal Newsline) — A nonprofit corporation is suing the city of Los Angeles over a local hiring provision of a ballot measure adopted in 2016, citing alleged violation of federal law.

Jim Luke and the Golden State Environmental Justice Alliance filed a complaint on March 16, in the U.S. District Court for the Central District of California against the city, alleging that city voters approved an initiative called "Build Better LA" that discriminates against non-local construction workers.

According to the complaint, the plaintiffs allege they sustained damages on behalf of non-local construction workers who will be affected by this initiative. The plaintiffs hold the city of Los Angeles responsible because the defendant is abiding by an initiative that violates the rights of out-of-state workers.

The plaintiffs seek an order saying the initiative is void and invalid. They also want to enjoin the defendant from implementing the initiative while seeking court costs and any further relief the court grants. They are represented by Craig Collins of Blum Collins LLP in Los Angeles.
