Kan. OB/GYN found guilty of Medicaid fraud

TOPEKA, Kan. (Legal Newsline) - Kansas Attorney General Derek Schmidt recently announced that Dr. Adnan A. Ashkar, an OB/GYN in Leavenworth, was found guilty of Medicaid fraud and must pay more than $12,000 in restitution to the Kansas Medicaid program.

Ashkar, 71, was charged with six felony counts, including one count of unlawful acts concerning computers, one count of making false claims to the Medicaid program and four counts of obstruction of a Medicaid fraud investigation. He was found guilty by Leavenworth County District Court Judge Gunnar A. Sundby after he pled no contest.

Sentencing is scheduled for Oct. 22. The crimes occurred between January 2009 and December 2013 and included billing Medicaid for services he did not perform and altering patient records.

Ashkar practiced at Leavenworth Obstetrics & Gynecology and has 41 years of medical experience. He graduated from the University of Baghdad College of Medicine in Baghdad, Iraq, in 1973.

In addition to investigations by the Attorney General’s Medicaid Fraud and Abuse Division, the U.S. Department of Health and Human Services and the Office of Inspector General jointly investigated this case. Assistant Attorney General Stefani Hepford of Schmidt’s office is prosecuting.
