  Terry Goddard (D) PHOENIX, Ariz. (Legal Newsline)-The speaker of the Arizona House of Representatives lacks the authority to direct surplus House funds to the Arizona Department of Education to bankroll two scholarship programs, Attorney General Terry Goddard said Wednesday.
