TOPEKA —  A Shawnee County District Court has ordered a former Multi-State Lottery Association computer security employee accused of manipulating software to produce "winning tickets" to pay the state of Kansas damages and penalties.

According to the Kansas Attorney General's Office, Eddie Raymond Tipton has been ordered to pay more than $125,000 in damages and a $22,000 civil penalty. The Attorney General's Office alleges Tipton engineered lottery software in order to create winning tickets and then bought tickets at two local gas stations. Tipton had two other individuals turn in the tickets who then gave him a part of the winning funds, the Attorney General's Office said.  Tipton and the other individuals allegedly received $44,008 for the so called winning tickets.

According to the Attorney General's Office, the state of Iowa prosecuted Tipton for altering the lottery software in that state as well as in Wisconsin and is currently serving his jail sentence.
