HARTFORD, Conn. (Legal Newsline) - Even after a year, Connecticut Attorney General Richard Blumenthal remains confident that an energy provider is operating with malfunctioning meters.
Blumenthal said Monday that he has filed a request with the state's Department of Public Utility Control asking it to reopen an investigation into Connecticut Light & Power Company's meters.
Last August, Blumenthal asked the DPUC to join in an investigation regarding similar complaints against the state's largest power utility.
"Despite CL&P's supposed corrective action, consumer complaints about erratic and erroneous meters -- as well as inconsistent response by CL&P -- continue all to commonly," Blumenthal said.
"These persistent problems demand a reopened and reinvigorated investigative proceeding into the accuracy of CL&P meters, as well as its consumer service."
Complaints about the meters started in 2002. The DPUC ordered the company to review a one-year usage pattern prior to and following a customer-requested meter test between Aug. 22, 2007-Aug. 21, 2008.
If usage patterns differed by more than 15 percent, CL&P would have to give the customer reason for the change. Blumenthal said the DPUC should seek additional information in instances where usage patterns differed by no more than 5 percent.
