The United States Attorney’s Office for the District of Colorado has announced that a grand jury has indicted five individuals on charges related to fentanyl distribution. The accused are Exor Omar Villanueva Raudales, also known as "Brian," age 36, Alex Yubini Canaca Calix, age 32, Luis Fernando Banega Moncada, age 21, Alejandro Torres Ochoa, age 38, and Juan Carlos Sosa Villanueva, age 34. They are charged with possessing with intent to distribute fentanyl on multiple occasions between June 2024 and April 2025.
According to the indictment, several episodes involved the distribution of fentanyl pills by one or more defendants. Four incidents involved Raudales collaborating with Calix, Moncada, and Villanueva in executing deals. Two other instances involved Ochoa acting alone on one occasion and with Raudales and Villanueva on another. These transactions reportedly included significant quantities of fentanyl.
Moncada, Ochoa, and Villanueva are Honduran nationals without authorization to be in the United States. They made initial appearances in federal court on April 29, 2025. Following detention hearings in U.S. District Court, they have been detained pending trial. Raudales remains at large while Calix was previously deported after being found unlawfully present.
The investigation is being led by several agencies including the Denver Field Offices of the FBI and DEA, ICE Enforcement and Removal Operations, and IRS Criminal Investigation. The prosecution is managed by the Transnational Organized Crime and Money Laundering Section of the United States Attorney’s Office.
This case falls under Operation Take Back America—a nationwide initiative aiming to combat illegal immigration and dismantle cartels and transnational criminal organizations (TCOs). It seeks to protect communities from violent crime through coordinated efforts from various Department of Justice resources including Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
It is important to note that these charges are allegations; all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
