Nahant woman and Winthrop man sentenced for fraud and tax evasion

A woman from Nahant and a man from Winthrop have been sentenced in federal court in Boston for their involvement in wire fraud and tax evasion. Gary P. DeCicco, aged 65, received a 15-month prison sentence, which he has already served, followed by three years of supervised release. Pamela M. Avedisian, aged 61, was sentenced to one year of supervised release, with the first four months under home confinement.

The sentences were handed down by U.S. District Court Judge Richard G. Stearns. Both DeCicco and Avedisian are required to pay $425,754 in restitution and forfeit $650,000 after pleading guilty to conspiracy charges in June 2024. The charges stemmed from an indictment by a federal grand jury in January 2018.

Between April 2012 and February 2013, DeCicco falsely claimed to the IRS that he lacked the means to settle his over $340,000 tax liability while concealing ownership interests in several businesses and properties under different names including Avedisian's. In March 2013, following the IRS's acceptance of his misleading payment plan proposal, DeCicco continued buying and selling assets without disclosing them or his income to the IRS.

Additionally, Avedisian owned a property in Nahant with a mortgage exceeding $1 million. In October 2015, she conspired with DeCicco to deceive the mortgage holder through a "short sale," falsely claiming inability to make mortgage payments while hiding their relationship from the loan servicing company.

The announcement was made by United States Attorney Joshua S. Levy; Jodi Cohen of the FBI Boston Division; and Jonathan Wlodyka of the IRS Criminal Investigation Boston Field Office. The case was prosecuted by Assistant U.S. Attorneys Kristina E. Barclay and Neil J. Gallagher Jr.
