Wis. AG announces judgment against fuel products company

MADISON, Wis. (Legal Newsline) - Wisconsin Attorney General J.B. Van Hollen announced on Tuesday that his office has obtained a $109,396.55 judgment against a fuel products business owner for allegedly fraudulently billing his clients.

John Rassbach is currently serving a four-year prison sentence because of a 2010 conviction of 14 counts of theft or attempted theft related to fraudulent overbilling. Rassbach allegedly defrauded the customers of his company, Rassbach Oil Company, in several different ways.

Rassbach allegedly physically shorted gasoline or diesel customers by pumping some of the fuel back into his delivery truck, falsified propane delivery invoices to overstate how much propane was delivered and charged multiple customers for the same fuel delivery by issuing fake false fuel delivery tickets.

The June 4 judgment awards the state $109,396.55, which represents the amount Rassbach allegedly overcharged his customers between February 2008 and September 2008. The money collected from Rassbach by the state will be returned to customers who bought fuel from his business during the specified time period. The state has a list of consumers that are entitled to receive restitution and will contact the consumers if funds are recovered under the judgment.

The case resulted from a referral by the Wisconsin Department of Agriculture, Trade and Consumer Protection's Weight and Measures Section.
