R.I. AG announces completion of hospital conversion application for Landmark, Prime

PROVIDENCE, R.I. (Legal Newsline) - Rhode Island Attorney General Peter Kilmartin and the Rhode Island Department of Health announced Friday that the hospital conversion initial application for Prime Healthcare Services and Landmark Medical Center was deemed complete.

The review of the initial application was previously suspended on March 29. Kilmartin's office and the Department of Health found the transacting parties failed to provide necessary information within the statutory timeframe. Kilmartin's office and the department allowed the application to continue to be processed given the special circumstances of Landmark, which was in special mastership for five years.

Prime and Landmark continued the process to avoid an additional delay caused by having to refile the entire application. Staff from Kilmartin's office and the department worked with Prime and Landmark to ensure all information was included to conduct a review of the application pursuant to the Hospital Conversions Act.

Under the terms of the Hospital Conversions Act, Kilmartin's office and the department have 120 days, starting July 1, to review and evaluate the application and decide if the transaction can go forward.

In a related matter, the department accepted as complete an application from Prime to change the effective control of Landmark and the Rehabilitation Hospital of Rhode Island. The two applications will be heard before the Health Services Council.
