HARRISBURG, Pa. (Legal Newsline) — Pennsylvania Attorney General Bruce R. Beemer announced a civil lawsuit Dec. 20 against Lloyd A. Davis and his company, LD Construction LLC, for allegations of engaging in unfair and deceptive business practices.

Beemer’s office argues that Davis failed to perform home improvement work on houses for which he was already paid. Other allegations include failing to sign contracts prior to taking consumer money, demanding and receiving excessive deposits, not including necessary information in contracts, delivering shoddy work and using misleading marketing materials.

One consumer allegedly paid Davis an estimated $21,000 deposit to begin work on his barn; Davis took the funds and started work on the barn but never finished, leaving the barn repairs incomplete. Another consumer put a $10,000 deposit down to have kitchen remodeling done; Davis allegedly failed to ever perform work on the kitchen.

According to Beemer’s office, Davis and his company violated the Home Improvement Consumer Protection Act and the Unfair Trade Practices and Consumer Protection Law.

Deputy attorney general Brandon Bingle of the Attorney General’s Bureau of Consumer Protection filed the lawsuit in the Erie County Court of Common Pleas.
