Wis. AG asks court to disconnect telephone bill charge scheme

MADISON, Wis. (Legal Newsline) - Wisconsin Attorney General J.B. Van Hollen announced on Tuesday that an enforcement action has been filed by the Wisconsin Department of Justice against nationwide internet coupon companies and those who place their charges on customer telephone bills.

The complaint alleges that Wisconsin customers were marketed to through discount coupons, sweepstakes or merchandise. Customers then entered into agreements with billing companies that added unauthorized charges to telephone bills in violation of Wisconsin statutes.

The complaint, filed in Dane County Circuit Court, names Eyal Yechezkell, Itai Kathien, Email Discount Network LLC, Intelicom Messaging LLC, Enhanced Services Billing Inc., The Billing Resource Inc. and ILD Corp. as defendants. It requests that the court enjoin billing aggregators - those who added the charges to bills - and certain coupon companies from additional violations of the unauthorized billing statute.

The complaint seeks forfeitures of between $25 and $10,000 per violation for each unauthorized charge, as well as costs and fees associated with prosecution.
